Designing NEET to survive a paper leak

NEET currently concentrates enormous risk in one object: a single paper distributed to more than twenty lakh candidates. If that paper leaks, even locally, the credibility of the entire examination is threatened.

What would the exam look like if we assumed that individual people, systems, and centres could fail?

I have published a proposal that replaces the single secret paper with a large, calibrated question bank. Different papers would be assembled shortly before each computer-based session, with normalization used to keep results comparable.

The proposal also considers the difficult parts that a simple move to computers does not solve: access for candidates unfamiliar with computers, language fairness, question quality, security controls, incident response, and a staged rollout.

The goal is not to make leaks impossible. It is to design the examination so that one leak cannot compromise the entire system.
